The Association’s bodies are the Committee of Members and the Congress

Committee of Members

The Committee of Members consists of the Chairmen of constitutional courts and equivalent institutions with full member status.  

Meetings

The Committee of Members holds its meetings as necessary, but at least once between the established dates of the Congresses.

The Chairperson of the Association sends invitations to all members of the Association with the attachment of the draft agenda.

The meeting of the Committee of Members, as a rule, takes place at the place of residence of the Chairman of the Association. On the proposal of the Chairman, supported by the majority of the Association’s members, the meeting may be held elsewhere.   

A meeting of the Committee of Members is valid if it is attended by at least two thirds of the membership of the Association. The heads of the constitutional control bodies – members of the Association may be represented at the meeting by their representatives.    

The decisions of the Committee of Members are made by a majority vote of the total number of full members and are reflected in the minutes. Each full member has one vote.   

At the suggestion of the Chairperson of the Association, supported by the majority of the Association’s members, a meeting of the Committee of Members may be held in electronic format.

Competence of the Committee of Members 

The competence of the Committee of Members includes:  

− acceptance, suspension and termination of membership in the Association;

− granting and termination of observer status;

− determination of the date, venue and approval of the theme of the Congress;

− adoption of the Charter, amendments to it, as well as the adoption of other internal legal and other acts;  

− adoption of the final document of the Congress;

− approval of financial contributions from participants and third parties;

− dissolution of the Association;

− making decisions on other issues not defined in the Charter.

At the meeting on August 26, 2021, the full membership adopted the main document – the Statute of the Association, which sets out the goals and objectives, mission, forms of cooperation, powers of bodies, as well as the procedure for holding Congresses on a regular basis.

On October 4, 2022, within the framework of the 5th Congress of the World Conference on Constitutional Justice (Bali, Indonesia), a regular meeting of the Association was held, during which issues of holding the first Congress of the Eurasian Association, scheduled for August 2023, were discussed.

On June 15 and 29, 2023, in order to exchange experience and practice in the field of information support for constitutional proceedings, an online conference was held with representatives of the constitutional courts of the member states of the Eurasian Association of Constitutional Control Bodies.

The parties informed each other about the procedure and specifics of their information work, and during the conference the parties agreed to establish working contacts between the press secretaries.

As part of the visit of the Kazakh delegation to St. Petersburg, chaired by Judge of the Constitutional Court of Kazakhstan Mr. S.Udartsev and Judge of the Constitutional Court of the Russian Federation Mr. A. Kokotov, a working meeting of members of the Eurasian Association of Constitutional Control Bodies was held on June 26, 2024.

The meeting participants exchanged views on issues of cooperation with the media, as well as on the criteria for the admissibility of a constitutional complaint. The issues of preparing and holding the next Congress of the Eurasian Association in August-September 2026 in Astana, as well as holding a meeting of the Committee of the Eurasian Association in the fall of 2024 and organizing an online training seminar for employees of the constitutional control bodies of nine member countries of this organization were considered.

Judge of the Constitutional Court of the Republic of Kazakhstan Mr. S. Udartsev noted that in the context of modern global challenges, cooperation within the framework of the Eurasian Association is becoming particularly important, facilitating the exchange of valuable information and experience in the field of establishing the principles of the rule of law, constitutionalism and, ultimately, strengthening the rule of law in the participating countries.

On October 11-12, 2024, Narkhoz University hosted the international scientific and practical conference ‘Constitutional Economics: an interdisciplinary branch of humanitarian Knowledge and a multidisciplinary training course’, organized by the Eurasian Institute of Economic and Legal Studies of Narkhoz University.

As part of this event, the Constitutional Court of the Republic of Kazakhstan, together with Narkhoz University, organized a seminar of the Eurasian Association of Constitutional Control Bodies (members of the Association are Azerbaijan, Armenia, Belarus, Kyrgyzstan, Mongolia, the Russian Federation, Tajikistan and Uzbekistan) on the topic: “Citizens’ appeals to constitutional control bodies: criteria for admissibility.”

The event significantly expanded the geography of the conference participants. Chairperson of the Constitutional Court Ms. E.A. Azimova noted that combining integration efforts in the format of this platform will contribute to raising legal awareness of legislation, familiarization with the practice of the member states and the exchange of experience.

On June 17, 2025, a meeting of the Committee of Members of the Eurasian Association of Constitutional Control Bodies was held on the sidelines of an international conference dedicated to the 35th anniversary of the Constitutional Court of the Kyrgyz Republic. Belarus, Kazakhstan, Kyrgyzstan, Mongolia, Uzbekistan and Russia took part.

On October 29, 2025, a regular meeting of the Committee of the Eurasian Association of Constitutional Control Bodies was held on the sidelines of the VI Congress of the World Conference on Constitutional Justice in Madrid. Currently, the Constitutional Court of the Republic of Kazakhstan is the presiding party in the Eurasian Association. The Association includes constitutional courts of 9 countries.

The meeting was attended by: offline representatives of the constitutional courts of the Republic of Kazakhstan, the Republic of Azerbaijan, the Republic of Armenia, the Kyrgyz Republic, Mongolia, the Republic of Tajikistan and the Republic of Uzbekistan, online representatives of the constitutional courts of the Republic of Belarus and the Russian Federation.

The participants discussed issues of cooperation within the framework of the World Conference on Constitutional Justice, as well as partnership with other regional and linguistic groups. Following the meeting, the Association members reached an agreement on a plan of joint activities for 2026.

On November 21, 2025, an online meeting of the Eurasian Association of Constitutional Control Bodies was held, at which the issues of approving the action plan for 2026 and signing the protocol in the form of an exchange of letters between the member states of the association were considered.
