THE CONGRESS

In accordance with Articles 14 and 15 of the Charter, full members, associate members, observers and guests participate in the Congress. Associate members, observers and guests do not participate in voting and decision-making.

The Association holds a Congress every three years. The Congress includes an opening and closing session, as well as discussions.

At the suggestion of the Chairman of the Association, supported by the majority of the Association’s members, the Congress may be held in electronic format.

On August 25, 2023, the First Congress of the Eurasian Association of Constitutional Control Bodies was held in Astana in a hybrid format on the theme “The supremacy of the Constitution is the basis of state sovereignty, sustainable development, law and order, and the protection of human rights.”

The Congress, organized by the Constitutional Court of Kazakhstan, brought together the constitutional courts of the Eurasian Association of Constitutional Control Bodies (Azerbaijan, Armenia, Belarus, Kyrgyzstan, Mongolia, Russia, Tajikistan, Uzbekistan). The Congress was attended by judges of the Court of the Eurasian Economic Union, the Commissioner for Human Rights in the Republic of Kazakhstan, deputies of two Chambers of the Parliament of the Republic of Kazakhstan, representatives of the Prosecutor General’s Office of the Republic of Kazakhstan, the Ministry of Justice of the Republic of Kazakhstan, the International Association, domestic and foreign scientific circles.
